Dr. Fawad Shams has more than 28 years of experience in the school education sector attained in different countries including Pakistan, Afghanistan, Kyrgyzstan, Nepal, Philippines, South Sudan and UK. The crux of his experience is related to improving the quality of public sector education through reforms in teacher professional development and management, student learning assessments and education governance and management. His experience across different countries has helped develop and enrich a knowledge base that he has utilized to offer innovative solutions and best practicing models to host countries.
Dr. Fawad has a rich experience of working with public sector particularly in countries with weak governance indicators with fragile and conflict environments including Pakistan, Afghanistan and South Sudan.
He has worked on long and short term assignments with the World Bank, Asian Development Bank, DFID/FCDO, EU, USAID, and with INGOs including American Institutes for Research, Chemonics International, Blumont International, Adam Smith International. British Council, GIZ, AKF.
Dr. Fawad has extensive program management experience being directly responsible for budgets in the range of $5 million to $90 million.
Dr. Fawad earned his EdD from the Institute of Education, University College London, MSc from the London School of Economics, and a BA from the Indiana University of Pennsylvania.
